专员 (外交)

专员在外交中是指被指派到更高级别人员或机构的外交或行政人员。专员通常是在大使或外交使团团长的领导下的官员,担任外交官或后勤人员,或在政府间组织或国际非政府组织或机构中任职。专员负责监控与其专业领域相关的各种问题,并可能对相关问采取行动。为此,专员可以参与制定相关活动规划、决定,参与管理安排和议程设置,进行研究,并在必要时作为其国家利益以及国家科学院和工业界的代表。有时,专员有特殊的职责或专业知识,例如文化专员、海关专员、警务专员、劳工专员、法律专员、联络专员、武官、新闻专员、农业专员、商务专员、海事专员和科学专员。
